Agenda Description: The Mobilizing Agenda for business innovation in the two-wheel sector aims to implement interventions in priority areas of the value chain that will transform the national production profile and develop a new specialization alignment in the sector. This will enhance its competitive positioning in the international market, focusing on independence from the Asian market, through the development and internalization of advanced knowledge around new products, processes, and services. The goal is to increase and differentiate national productivity while promoting the dissemination of technological knowledge based on sustainability and digitalization.
The main objective of the Agenda is thus to consolidate and expand the connection between the business sector and the scientific-technological system in order to increase the competitiveness and resilience of the sector, based on research and technological development, innovation, and diversification of the productive structure of products and services.

Objectives, Activities, and Expected/Achieved Results: The Agenda aims to introduce product/process innovations in the two-wheel industry, intending to obtain new solutions through R&D investment and immediately promote their economic valorization via industrialization. While R&D projects aim to foster knowledge transfer between ENESII and companies, creating creative environments and gathering the critical mass needed for disruptive solution development, the productive investment projects equip technology adopters for production/implementation.
The Agenda’s R&D projects thus start from a high TRL (Technology Readiness Level), including industrial research and experimental development activities aimed at increasing the technological maturity of the various solutions. The new products, processes, and services to be achieved have a high transaction potential, significantly contributing to increasing sector exports and reducing imports, particularly from the Asian market.
The Agenda is also supported by a valorization and results-promotion plan that includes, in addition to the market introduction of 55 products, processes, and services, 116 technical-scientific publications and 193 technological dissemination/technical-scientific promotion actions. The PPS (products, processes, services) demonstrate high economic valorization potential due to strong export potential and notable scalability, both within the two-wheel sector and across other industries.
It is also important to highlight the internationalization potential, which will provide a return and multiplier effect of the investment, with an expected average export rate of consortium companies of 73% by 2027 (not considering the effect of indirect exports).
The consortium expects to achieve a turnover of €336 million in 2027 exclusively from Agenda products, demonstrating a significant multiplier effect relative to the invested amount (€257 million). By 2027, the Agenda’s solutions will still be in the ramp-up phase, with significant growth in turnover expected in the following years.
